#LowTechLabLondon2016

#LowTechLabLondon2016 is a project developed by Raúl Marroquín and coordinated by Daniela Medina Poch for the Educational Program of the Saatchi Gallery that will take place on January 15th, 16th and 17th of 2016.

This experiment is inspired in the role artists have had in the development of technologies and innovation from very early stages. To mention a few, alchemy in the Middle Ages, multidisciplinary advancements throughout the Renaissance and more recently during the second half of the XXth Century and the first decade of this millennium: Video of the 1960’s and 1970’s, cable television of the 1980’s and 1990’s (USA & Canada and later in the Netherlands and Continental Europe) digital communications of the first decade of the 2000’s up to the present with user information and communication platforms, internet, streaming mobile, social media, augmented reality, etc.

As Klaus Fruchtnis mentions: “LowTech applied to communications has given the possibility of having a more exhaustive control in the management of information.”

Today artists continue to play a crucial role in the development of hardware, software and applications. The last four decades are full of examples; to mention a few: “Music Video” is based in the progress and achievements of video artists in the 1960 – 1980’s, video and media art have also influenced audio visuals in education, news gathering and journalism, activism and, last but not least, the advertisement industry.

#LowTechLabLondon2016 is a three day lab that makes use of LowTech, user and discarded technologies coupled with the repurposing of existing hardware and other facilities. It involves those present at the Educational Space of the Saatchi Gallery taking part from tabletop stations devised to interact in one-to-one and one-to-few engagements, as well as remote contributors from abroad, via social media: WhatsApp, Illustrated Twitter, SnapChat, video conferencing and live streams.

The aim of #LowTechLabLondon2016 is to generate a brief, concise and powerful event, that will include artists, students (PCA, Paris and Universidad Nacional, Bogotá, and others) musicians, writers, stage actors and directors, academics, researchers, journalists, politicians and designers realising artworks, workshops, tutorials, experiments: successes and failures, processes, interviews and discussions, presentations, discussions, performances and recitals, as well as urban bootcamps, klutges, scale models and prototypes either live or transmitted from other locations in London, the continent and the Americas.

One of the goals of the lab is to monitor the developments of LowTech throughout the last 50 years and how it has been redefined through the beginning of the second half of the XXth century. From low quality and low resolution, evolving into current user technologies were, for instance, average phone cameras are better than a betacam of 30 years ago, the LowTech have expanded and transformed into user technology.

Additional to the activities taking place at the Educational Space and taking into account the historical past of the area: Kings Road, the Punk Movement, etc, the lab includes works realised outdoors on locations such as streets, parks, shops, bars and terraces near the location of the gallery.

Social Media plays an important role in the daily coverage of the experiment: Everything will be streamed via Periscope, LiveStream, YouTube Live and ephemeral platforms like SnapChat.
A final publication will round up the event.

This event is produced in collaboration with PCA Master’s students in Transdisicplinary New Media.

Qube Cinema XP-I Server and Xi 4K Integrated Media Block (IMB) Achieve DCI Compliance

Dual Projector, 4K 3D and HFR Technology Leader Now DCI Compliant

Burbank, CA: Dec. 11, 2012… Qube Cinema announced that its XP-I digital cinema server and Xi 4K Integrated Media Block (IMB) have passed the DCI Compliance Test Plan (CTP). The high performance, security and reliability of the XP-I and Xi IMB have been confirmed by these tests. This server-IMB combination accommodates 4K resolution and is the ultimate setup for high frame rate (HFR) exhibition, making it essential for today’s digital cinema.

The DCI compliance testing was conducted by CineCert. To pass the CTP, the Qube XP-I streamed 2K and 4K DCP content to the Xi IMB embedded in a Barco DP4K-32B DCI-compliant projector. The Qube XP-I server now joins the Qube XP-D server, which achieved DCI certification earlier this year.

“The performance and dependability of Qube servers and the Xi 4K IMB that exhibitors have come to expect has been validated,” said Rajesh Ramachandran, president and CTO of Qube Cinema. “Achieving DCI compliance reinforces our commitment to provide postproduction facilities and exhibitors with the means of creating and showing the best 4K and HFR content.”

The XP-I server is capable of streaming up to 1 Gbps of data from a single DCP to two synchronized Xi 4K IMBs imbedded in two projectors for pristine 4K 3D cinema at up to 60 fps (30 fps per eye) and in 2K 3D at up to 240 fps (120 fps per eye). The XP-I streams data through a dual Gigabit Ethernet interface to the Ethernet-based Xi 4K IMB, ensuring that there is no limitation on the distance between the server and projector. The Xi 4K IMB is installed in numerous commercial locations worldwide with DLP Cinema projectors from all of the TI OEMs and supports HD, 2K, 4K and 3D content in DCI-compliant formats.

The modularized third-generation Qube XP software gives a common user experience for setup, operation and maintenance of both the XP-I and XP-D servers. This allows XP-D users to upgrade easily to the XP-I and Xi IMB to accommodate 4K resolution and higher frame rates. The Move to Full SCPC-TDMA Convergence

Shaped by the vision of an all-IP future, satellite markets served by TDMA and SCPC solutions have blurred over the past several years. Products and feature enhancements introduced by manufacturers at either camp have consistently reinforced this notion that, despite conceptually different ways of accessing satellite spectrum, there is increasing overlap among the market segments that TDMA and SCPC equipment vendors target.

One clear example of SCPC-TDMA convergence can be perceived in iDirect´s recent release of performance measurements on the Evolution X7 Remote. On October, 17th iDirect announced reaching 100 Mbps of aggregate IP throughput using the new X7 Evolution modem, operating with either TDMA or SCPC return access. Triple digits in Mbps of aggregate throughput flowing through a single site has, until recently, been only possible using SCPC modems.

For years, SCPC technology has been associated with dedicated point-to-point links and TDMA with shared multipoint applications. Peak data rates as well as network topologies and end-to-end latency requirements were also considered aspects defining which technology to use. However, these associations are gradually disappearing. The iDirect announcement follows a number of product launches and moves by other key players, reinforcing this notion of convergence. Sample developments include:

  • Gilat´s launch of the SkyEdge II Accent Dual Waveform VSAT, featuring a dual SCPC/TDMA return
  • Comtech´s development of the Advanced VSAT system, combining outbound DVB-S2 ACM with SCPC returns to better serve multipoint networks
  • Newtec´s diversification from broadcast and multipoint products towards TDMA and SCPC
  • Romantis´ release of a satellite router supporting various modes of operation and topologies including SCPC, TDM/SCPC, TDMA/TDMA and partial / full mesh

Beside the benefits of operating in both TDMA and SCPC modes at high speeds, one key aspect that NSR envisions will become the norm (when technology vendors introduce high-performing edge systems) is the ability to gradually incorporate software-definable enhancements that augment a platform´s future value. It is expected that iDirect will utilize the X7 Remote as a springboard to port process-intensive edge enhancements in future releases of its iDX management software.

Such an ability to simultaneously provide flexibility and performance is key in high data rate applications. Towards high-speed links, the CAPEX/OPEX value proposition shifts the attention to OPEX-saving considerations.  With most systems closely approaching the limits of efficiencies at the transport layer, future efficiencies will need to come from the use of sophisticated application-aware compression and bandwidth optimization.

The introduction of a high-speed modem by iDirect could also position the company as a flexible alternative to SCPC modems for high-speed links over specific high-throughput satellite (HTS) networks, such as O3b. Given the low-OPEX, high(er)-CAPEX characteristics of O3b (relative to traditional FSS) their value proposition will tend to make economic sense towards high data rates. For a long time, there have been questions of whether O3b would embrace SCPC solutions, TDMA or both. The iDirect X7 lowers the perceived risk by offering both TDMA and SCPC returns with high aggregate IP throughputs.

Bottom Line

Just like other aspects of the industry, satellite ground networks are being reshaped by the globalization of high-throughput satellites and technology evolution, enabling higher processing power at the network edge. Looking forward, NSR envisions interesting innovations like the X7 that will equip service providers and operators with new levels of flexibility, speed and operational enhancements.

Major Businesses AT&T, Verizon see double-digit IPTV growth in Q3 2012

IPTV continues to be a growth area for video in the United States, with the two biggest purveyors of the service, AT&T and Verizon Communications, both keeping up their records of subscriber additions in the third quarter of 2012.

AT&T saw a net addition of 198,000 U-verse TV subscribers and 613,000 high-speed Internet subscribers for the quarter—strengths that drove a 2% increase in wireline consumer revenue growth year-over-year—the telco’s best show in more than four years. U-verse TV customers totaled 4.3 million out of 7.4 million U-verse subscribers in the third quarter.

Third-quarter wireline revenue totaled $14.8 billion, a 1.6% decrease from last year’s figures, but its expenses, $12.9 billion, also decreased 2.1% year-over-year.

The news could be even better for the fourth quarter, as carrier is looking to convert at least three million of its 18 million DSL customers to its U-verse TV offerings. DSL broadband connections decreased by 42,000 in the third quarter, but the broadband average revenue per user (ARPU) increased almost 10% year-over-year as online video use has pushed users to convert to higher tiers of service.

“[Our] strong performance allows us to increase our free cash flow guidance to $18 billion or higher this year, exceeding our previous outlook by $2 billion,” said Randall Stephenson, AT&T chairman and CEO, offering full-year guidance heading into Q4.

Verizon meanwhile saw a 4.6% year-over-year increase in consumer wireline revenues, the highest in a decade; and consumer ARPU was up 10.3% year over year, to $103.86.

The company added 119,000 new subscribers for FiOS TV, ending the quarter with 4.6 million video connections. That was less than the 150,000 that the telco was expecting, but still a year-over-year increase of 15.4%. The FiOS network now claims 17.4 million households. Verizon said that it expects to add 150,000 new TV additions in the fourth quarter as well.

Together, AT&T and Verizon claim 8.9 IPTV customers, accounting for the lion’s share of the U.S. customer base. Overall in the U.S., IPTV subscribers will more than double to 18.6 million in 2017, according to Parks Associates. Parks also said that satellite’s share of the pay-TV market will drop to 30% by 2017, while cable’s share will fall to 52%, even as IPTV’s will rise to 18%.The resulting competitive shift will drive cable in particular to roll out innovative service bundles in order to retain customers.

The firm said that IPTV will thus lead the next stage in pay-TV service growth as telcos leverage their fibre-based broadband offerings to attract new customers with advanced IP-based features and higher speeds to accommodate connected set-tops and TVs. A new, big player on the scene will impact the market as well: Google is rolling out fiber-based, 1Gbps Google Fiber+TV in Kansas City.

“Cable TV providers are losing subscribers to IPTV services from AT&T, Verizon and CenturyLink,” said Jim O’Neill, Research Analyst, Parks Associates.. Satellite providers also will experience subscriber loss as telcos continue to expand fiber footprints, leverage pricing on triple- and quad-play bundles, and offer advanced TV Everywhere products. Going forward, subscriber retention will become the focus for cable and satellite providers.”

VVD MINDER IMMIGRATIE CampaingWatch 2012

De VVD wil een eerlijk en restrictief vreemdelingenbeleid. De VVD ziet kansen voor hoogopgeleide kennismigranten om ons land en onze economie te versterken. Maar de ongecontroleerde toestroom van kansarme en laagopgeleide migranten van de laatste decennia, leidde tot grote problemen in de wijken, op scholen, op de arbeidsmarkt en op het vlak van criminaliteit.

De aanhoudende toestroom van kansarme migranten werkt het oplossen van integratieproblemen tegen en moet daarom worden gestopt. Dankzij de VVD zijn vanaf 2002 belangrijke stappen genomen om het asiel- en immigratiebeleid streng, rechtvaardig en consequent toe te passen. Dit beleid wil de VVD voortzetten. Goede bewaking en controle van de Europese buitengrenzen zijn daarbij van belang.

Huwelijksmigratie

Als je als Nederlander de liefde van je leven in het buitenland ontmoet, moet het natuurlijk mogelijk zijn samen in Nederland te gaan wonen. Maar wel onder de voorwaarde dat de buitenlandse partner zicht heeft op een volwaardige plaats in de samenleving.

Huwelijksimmigranten worden daarom alleen toegelaten wanneer zij naar Nederlandse maatstaven voldoende zijn opgeleid en de Nederlandse taal in woord en geschrift beheersen. Zij moeten ook kunnen aantonen voldoende kennis te hebben van de Nederlandse samenleving en hier positief tegenover te staan. Er wordt geen verblijfsvergunning toegekend als de partner jonger is dan 24 jaar, of als deze een neef of nicht is van de aanvrager, of als de aanvrager over een inkomen beschikt van minder dan 120 procent van het minimumloon. Misbruik van huwelijksmigratie – zoals schijnhuwelijken – moet hard worden bestreden. Ook om dit te voorkomen wil de VVD de termijn voor het verkrijgen van een permanente verblijfsvergunning oprekken naar tien jaar. Inkoop van AOW geschiedt op basis van een reële kostprijs.

We maken een eind aan de export van kinderbijslag buiten de EU. Jongeren onder de 27 jaar kunnen als het aan de VVD ligt voortaan geen aanspraak meer maken op bijstand. Deze maatregelen voorkomen dat mensen onterecht aanspraak maken op onze sociale voorzieningen en stimuleren dat mensen integreren door middel van arbeidsparticipatie. De VVD wil de Europese richtlijn voor gezinshereniging wijzigen. De leeftijds- en inkomenseis moeten omhoog. Als dit niet lukt moet Nederland een opt-out bepleiten zodat Nederland deels zijn eigen regels kan bepalen.

Immigratie uit overzeese gebiedsdelen

Ook vanuit de voormalige Nederlandse Antillen komt een stroom kansarme migranten richting Nederland. De VVD wil de vestiging van kansarme migranten uit Curaçao, Aruba en Sint Maarten tegengaan door criteria te verbinden aan een permanent verblijf in Nederland. Dit is in lijn met de voorwaarden die de Antillen zelf stellen aan Nederlanders die zich daar willen vestigen (een bepaald inkomen, geen strafblad). Deze voorwaarden gelden voortaan ook andersom.

Kenniswerkers

De VVD wil kenniswerkers en talenten actief uitnodigen om zich in Nederland te vestigen om onze economie te versterken. Daartoe moeten we de procedures voor kennismigranten versoepelen, ook de regels van huwelijksmigratie en inburgering. Bedrijven en kennisinstellingen moeten toptalent met een minimum aan bureaucratie naar Nederland kunnen halen. Vergunningen voor kenniswerkers willen we sneller toekennen.

Vanavond staat het Carré-debat op het programma. Het debat waar Job Cohen zich in 2010 al hakkelend en stotterend liet overrompelen door zijn politieke tegenstanders en waar Jan Peter Balkenende onderuit ging met zijn opmerking ‘U kijkt zo lief’ in antwoord op een lastige vraag van presentator Mariëlle Tweebeke (video). Wat zal na het debat van vanavond beklijven en wie richt zijn pijlen op wie?

De leiders van de acht grootste partijen (VVD, CDA, PVV, PvdA, D66, GroenLinks, SP en ChristenUnie) gaan met elkaar in debat over de economie. Daarbij ligt het voor de hand dat de zorg, de sociale zekerheid en de overheidsfinanciën in crisistijd aan bod gaan komen.

DIT ZIJN MOGELIJK DE ONDERWERPEN VANAVOND

Roelf Jan Duin, politiek verslaggever van Novum Nieuws, twitterde alvast de mogelijke debatonderwerpen van vanavond door:

EN ZO KAN HET UITPAKKEN: DE GEVOELIGHEDEN PER DEBAT

Ervan uitgaande dat dit best weleens de onderwerpen van vanavond kunnen zijn, bespreekt NRC’s politiek-financieel redacteur Erik van der Walle de politiek-inhoudelijke gevoeligheden per debat.

Debat 1: Europa. Nederland moet zijn uiterste best doen om de eurozone bijeen te houden.

Van der Walle:

“Bij dit item komt zonder twijfel de uitspraak van demissionair premier Mark Rutte aan de orde dat er geen cent extra meer naar Griekenland mag. Samsom en ook Pechtold hebben direct afstand van dit standpunt genomen: de kans bestaat dat Griekenland het tempo van bezuinigen wil verlagen, waardoor het land extra krediet nodig heeft. De consequentie om Griekenland nieuw krediet te weigeren, waar PVV-lijsttrekker Geert Wilders ongetwijfeld voor zal zijn, kan groot zijn.

“De afgelopen tijd werd Rutte met name door het CDA aangevallen op zijn behoudende pro-Europese koers. Ten opzichte van Sybrand Buma kon hij dat steeds gemakkelijk counteren door te wijzen op de belangrijke rol van minister De Jager van Financiën en staatssecretaris Knapen voor Europese Zaken, beiden CDA-bewindslieden. Ook Pechtold en Samsom brengen dit mogelijk naar voren, maar hun pro-Europese koers is in de ogen van Wilders juist onverdedigbaar.”

Debat 2: Zorg. Alle patiënten moeten meer zelf gaan betalen aan hun eigen zorg.

“Dit kan voor de SP een belangrijk onderwerp worden om zich op te profileren ten opzichte van de PvdA. De SP wil nauwelijks op zorg bezuinigen; zonder ingrijpen zijn er in 2017 in de zorg 140.000 mensen extra aan het werk. De SP wil dat aantal met 25.000 personen terugbrengen, de PvdA en ChristenUnie minimaal het dubbele. In geld uitgedrukt: de PvdA wil 4,5 miljard euro op de zorg bezuinigen, de SP 750 miljoen.”

Debat 3: AOW/Pensioen. Het is eerlijk om de AOW-leeftijd nu al te verhogen.

“Deze discussie heeft sinds de doorrekening van het Centraal Planbureau een nieuwe dimensie gekregen. Ook de SP blijkt nu bereid te zijn om de AOW-leeftijd te verhogen – te beginnen met de rijkere AOW’ers – waardoor de PVV alleen is komen te staan in het debat. Deze partij wil 65 jaar als AOW-leeftijd handhaven. Probleem voor Wilders hierbij is wel dat hij deze keiharde voorwaarde aan het begin van de formatie in 2010 inleverde. De leeftijd zou toen naar 66 jaar gaan in 2020. Inmiddels is door de Kunduz-alliantie afgesproken de leeftijd eerder te verhogen, te beginnen in 2013. De drie partijen waarin de PVV zich bij dit debat geconfronteerd ziet, hebben alle het zogeheten Lenteakkoord ondertekend.”

Debat 4: Crisis. Het is nu beter om de economie te stimuleren dan fors te bezuinigen.

“Deze discussie is ook al grotendeels binnen het Lenteakkoord gevoerd. CDA, GroenLinks en VVD hebben ervoor getekend dat het tekort komend jaar op maximaal 3 procent zal uitkomen. Door wat meevallers komt het tekort volgens de laatste prognose uit op 2,7 procent. Dat biedt volgens bijvoorbeeld GroenLinks de mogelijkheid om korte metten te maken met de langstudeerboete. Ook kan de voorgenomen forenzentaks worden beperkt, bijvoorbeeld door die belasting voor gebruikers van openbaar vervoer niet in te voeren. VVD en CDA zullen er minder snel mee instemmen het tekort direct weer tot 3 procent ‘aan te vullen’.

“Niet alleen door het Lenteakkoord heeft dit debat zijn scherpste kantjes verloren: uit de doorrekening van het CPB bleek ook de SP de stimulering van de economie beperkt te houden. In 2013 komt de partij van Emile Roemer uit op een tekort van 3,1 procent. Door enkele meevallers is de kans groot dat dit tekort zelfs onder de 3 procent uitkomt. De PvdA heeft in dit opzicht de SP links ingehaald: de plannen van de PvdA zouden in 2013 leiden tot een tekort van 2013.

“Wellicht komt ook het begrotingstekort in de doorrekening bij de VVD in dit item nog aan de orde. Een beetje onderbelicht, maar uit de CPB-berekeningen blijkt het tekort als gevolg van de plannen van de VVD later weer te stijgen, waardoor het in 2015 zelfs op 3 procent komt. EN DAN POLITIEK-STRATEGISCH: DE UITDAGINGEN EN VALKUILEN

NRC-redacteuren Herman Staal en Freek Staps schrijven vandaag in NRC Handelsblad dat de opmars van de PvdA de andere partijen dwingt hun campagnes aan te passen. Wat zijn de uitdagingen voor de VVD, PvdA en de SP en wat zijn hun valkuilen:

VVD:

  • De opdracht voor de VVD in het laatste deel van de campagne is duidelijk: de grootste partij blijven.
  • De uitdaging is Mark Rutte als redelijke rechtse leider neer te zetten, maar ook als premier. Het studentikoze moet er af; zijn debattrucjes werken minder dan in 2010.
  • De grootste valkuil is een felle machtsstrijd tussen Rutte en Samsom.

PVDA:

  • Samsom kan zich – vrij van afspraken met electorale concurrenten – positioneren als redelijk in het midden. En de kiezer staat dat blijkbaar wel aan.
  • De uitdaging voor de PvdA is dit vol te houden. Op de achtergrond speelt dat Samsoms succesformule niet oneindig houdbaar is. Hoe groter zijn populariteit, hoe meer hij betrokken raakt bij het spel, hoe moeilijker het is om de verstandige buitenstaander te blijven.
  • De valkuil is in eerste instantie Samsom zelf. Voordat de campagne begon stond hij bekend als ruziemaker en niet altijd even diplomatiek. Kiezers houden er niet van als passie omslaat in agressie.

SP:

  • Roemer kreeg in 2010 nog de lachers op zijn hand met: ‘U kunt mij niet verwijten dat ik te vroeg piek.’ Nu is precies dat gebeurd.
  • De grote uitdaging voor Roemer is die spiraal te doorbreken. Dat is een week voor de verkiezingen eigenlijk nog nooit gelukt.
  • De valkuil voor Roemer is dat hij blijft praten over zijn eigen falen en fouten. Dat bevestigt het beeld dat het nu tussen Samsom en Rutte gaat, en dat hij niet is opgewassen tegen de hitte van de verkiezingsstrijd.
