Tech Companies Warn Against Treating Broadband As Utility

cables-188_buFSJ2JDozens of tech companies are warning policymakers that reclassifying broadband service as a utility would threaten the economy.

“Based on our experience and business expertise, we believe that our companies and our employees — like the consumer, businesses and public institutions that depend on ever-improving broadband networks — would be hurt by the reduced capital spend in broadband networks that would occur if broadband is classified under Title II,” the businesses said on Wednesday in a letter to Congress and the Federal Communications Commission.

Companies that are signing the letter include Cisco, Ericsson, Panasonic and Sandvine.

The letter comes one month after President Barack Obama publicly urged the FCC to classify broadband as a utility service, which would be regulated under Title II of the Telecommunications Act. Many Net neutrality advocates have said the FCC must do so in order to impose the kinds of regulations that would prohibit providers from creating paid fast lanes.

But the tech companies opposing the move warn that it marks a “dramatic reversal in policy” that would “stifle growth across the entire economy.”

“This is not idle speculation or fear mongering,” they write. “As some have already warned, Title II is going to lead to a slowdown, if not a hold, in broadband build out, because if you don’t know that you can recover on your investment, you won’t make it.”

The companies add that a slowdown in investment by Internet service providers would “flow downstream, landing first and squarely on technology companies like ours, and then working its way through the economy overall.”

The FCC has been trying to craft new broadband regulations since January, when a federal appellate court struck down the previous Net neutrality rules. FCC Chairman Tom Wheeler initially proposed rules that would have allowed Internet service providers to charge content companies extra for faster delivery of their material, as long as the deals were “commercially reasonable.”

That proposal drew a record-breaking 3.9 million comments, many of which were critical of any regulations that would endorse paid fast lanes. Wheeler initially said the agency would move forward with broadband regulations by the end of the year.

But after Obama weighed in against Wheeler’s original proposal, he said the commission needs more time to study the legal issues involved in reclassifying broadband as a utility. The agenda for the FCC’s last meeting of the year, which will take place on Thursday, doesn’t include any items about Net neutrality regulations.

The Move to Full SCPC-TDMA Convergence

Shaped by the vision of an all-IP future, satellite markets served by TDMA and SCPC solutions have blurred over the past several years. Products and feature enhancements introduced by manufacturers at either camp have consistently reinforced this notion that, despite conceptually different ways of accessing satellite spectrum, there is increasing overlap among the market segments that TDMA and SCPC equipment vendors target.

One clear example of SCPC-TDMA convergence can be perceived in iDirect´s recent release of performance measurements on the Evolution X7 Remote. On October, 17th iDirect announced reaching 100 Mbps of aggregate IP throughput using the new X7 Evolution modem, operating with either TDMA or SCPC return access. Triple digits in Mbps of aggregate throughput flowing through a single site has, until recently, been only possible using SCPC modems.

For years, SCPC technology has been associated with dedicated point-to-point links and TDMA with shared multipoint applications. Peak data rates as well as network topologies and end-to-end latency requirements were also considered aspects defining which technology to use. However, these associations are gradually disappearing. The iDirect announcement follows a number of product launches and moves by other key players, reinforcing this notion of convergence. Sample developments include:

  • Gilat´s launch of the SkyEdge II Accent Dual Waveform VSAT, featuring a dual SCPC/TDMA return
  • Comtech´s development of the Advanced VSAT system, combining outbound DVB-S2 ACM with SCPC returns to better serve multipoint networks
  • Newtec´s diversification from broadcast and multipoint products towards TDMA and SCPC
  • Romantis´ release of a satellite router supporting various modes of operation and topologies including SCPC, TDM/SCPC, TDMA/TDMA and partial / full mesh

Beside the benefits of operating in both TDMA and SCPC modes at high speeds, one key aspect that NSR envisions will become the norm (when technology vendors introduce high-performing edge systems) is the ability to gradually incorporate software-definable enhancements that augment a platform´s future value. It is expected that iDirect will utilize the X7 Remote as a springboard to port process-intensive edge enhancements in future releases of its iDX management software.

Such an ability to simultaneously provide flexibility and performance is key in high data rate applications. Towards high-speed links, the CAPEX/OPEX value proposition shifts the attention to OPEX-saving considerations.  With most systems closely approaching the limits of efficiencies at the transport layer, future efficiencies will need to come from the use of sophisticated application-aware compression and bandwidth optimization.

The introduction of a high-speed modem by iDirect could also position the company as a flexible alternative to SCPC modems for high-speed links over specific high-throughput satellite (HTS) networks, such as O3b. Given the low-OPEX, high(er)-CAPEX characteristics of O3b (relative to traditional FSS) their value proposition will tend to make economic sense towards high data rates. For a long time, there have been questions of whether O3b would embrace SCPC solutions, TDMA or both. The iDirect X7 lowers the perceived risk by offering both TDMA and SCPC returns with high aggregate IP throughputs.

Bottom Line

Just like other aspects of the industry, satellite ground networks are being reshaped by the globalization of high-throughput satellites and technology evolution, enabling higher processing power at the network edge. Looking forward, NSR envisions interesting innovations like the X7 that will equip service providers and operators with new levels of flexibility, speed and operational enhancements.

VVD MINDER IMMIGRATIE CampaingWatch 2012

De VVD wil een eerlijk en restrictief vreemdelingenbeleid. De VVD ziet kansen voor hoogopgeleide kennismigranten om ons land en onze economie te versterken. Maar de ongecontroleerde toestroom van kansarme en laagopgeleide migranten van de laatste decennia, leidde tot grote problemen in de wijken, op scholen, op de arbeidsmarkt en op het vlak van criminaliteit.

De aanhoudende toestroom van kansarme migranten werkt het oplossen van integratieproblemen tegen en moet daarom worden gestopt. Dankzij de VVD zijn vanaf 2002 belangrijke stappen genomen om het asiel- en immigratiebeleid streng, rechtvaardig en consequent toe te passen. Dit beleid wil de VVD voortzetten. Goede bewaking en controle van de Europese buitengrenzen zijn daarbij van belang.

Huwelijksmigratie

Als je als Nederlander de liefde van je leven in het buitenland ontmoet, moet het natuurlijk mogelijk zijn samen in Nederland te gaan wonen. Maar wel onder de voorwaarde dat de buitenlandse partner zicht heeft op een volwaardige plaats in de samenleving.

Huwelijksimmigranten worden daarom alleen toegelaten wanneer zij naar Nederlandse maatstaven voldoende zijn opgeleid en de Nederlandse taal in woord en geschrift beheersen. Zij moeten ook kunnen aantonen voldoende kennis te hebben van de Nederlandse samenleving en hier positief tegenover te staan. Er wordt geen verblijfsvergunning toegekend als de partner jonger is dan 24 jaar, of als deze een neef of nicht is van de aanvrager, of als de aanvrager over een inkomen beschikt van minder dan 120 procent van het minimumloon. Misbruik van huwelijksmigratie – zoals schijnhuwelijken – moet hard worden bestreden. Ook om dit te voorkomen wil de VVD de termijn voor het verkrijgen van een permanente verblijfsvergunning oprekken naar tien jaar. Inkoop van AOW geschiedt op basis van een reële kostprijs.

We maken een eind aan de export van kinderbijslag buiten de EU. Jongeren onder de 27 jaar kunnen als het aan de VVD ligt voortaan geen aanspraak meer maken op bijstand. Deze maatregelen voorkomen dat mensen onterecht aanspraak maken op onze sociale voorzieningen en stimuleren dat mensen integreren door middel van arbeidsparticipatie. De VVD wil de Europese richtlijn voor gezinshereniging wijzigen. De leeftijds- en inkomenseis moeten omhoog. Als dit niet lukt moet Nederland een opt-out bepleiten zodat Nederland deels zijn eigen regels kan bepalen.

Immigratie uit overzeese gebiedsdelen

Ook vanuit de voormalige Nederlandse Antillen komt een stroom kansarme migranten richting Nederland. De VVD wil de vestiging van kansarme migranten uit Curaçao, Aruba en Sint Maarten tegengaan door criteria te verbinden aan een permanent verblijf in Nederland. Dit is in lijn met de voorwaarden die de Antillen zelf stellen aan Nederlanders die zich daar willen vestigen (een bepaald inkomen, geen strafblad). Deze voorwaarden gelden voortaan ook andersom.

Kenniswerkers

De VVD wil kenniswerkers en talenten actief uitnodigen om zich in Nederland te vestigen om onze economie te versterken. Daartoe moeten we de procedures voor kennismigranten versoepelen, ook de regels van huwelijksmigratie en inburgering. Bedrijven en kennisinstellingen moeten toptalent met een minimum aan bureaucratie naar Nederland kunnen halen. Vergunningen voor kenniswerkers willen we sneller toekennen.

These five models have been developed in collaboration with the sports goods manufacturer adidas and have been tested by professional athletes. All of them have been designed to be highly resistant to water, perspiration and cold. Three of the five new models are also provided with a control unit and microphone built into the cable.
